This seller is selling the new $100 star note as a mis-cut error, probably cut from a BEP sheet. I see this every year and it is sad that new currency collectors get DUPED by this garbage.
The sheets that I own (and I don't have these 100's) don't have the salvage at the top. It looks pretty desirable to me.

The strip across the top is known as salvage. These are sections of the paper that do n0t get printed on. It is cut off the note when the sheet is cut. From the looks of it, I think those markings and colors used for alignment during printing.
