To me, no. The serial number is interesting, but the condition doesn’t merit being in my collection. But that’s not to say that someone wouldn’t pay a premium to own it. Ask yourself @Travis G , if you saw the note with a “Make Offer”, how much would you offer ?
^^^^^Everything Steve says^^^^^ It is a binary, but a binary with just any two numbers is much easier to find than a real binary with only 1s and 0s. Plus as Steve says Condition, Condition, Condition. It's everything. BTW, you photographed that on top of a mailer pouch. Did you recently buy that note?
I think it's worth a small premium over face value. I paid $7 for a binary note with only 3s and 1s. It's worth holding onto it, after all, since it's a low denomination.
An interesting note, i guess cool if you collect odd or special serial Numbers, but value is always connected to condition and that,s kind Of on the rough side.
