I almost know nothing about paper, but yesterday I received one, in very good shape. #00838699. It has a "LC" stamp on the front (obverse?), in green, and a "IY" stamp on the back (reverse?), in black. I left the pictures at home so sorry for not posting them. No premiums worth anything yet but eventually there will be. If it's in pristine condition and you can afford it, I would hang on to it. As far as the stamp, I'm not sure without a photograph. My guess it's a cashiers stamp when they count or receive money for the vault. It references the person who did the inventory, just in case.
I say it's a spender. It's from a print run of 3.2 million so it is not a low print for a star note. Plus, it is showing considerable circulation and has graffiti on both the front and the back. If this note was pristine, it might carry a premium but in it's current condition it does not. Large denomination notes can be harder to sell in general because there is so much money soaked into the face value. Most collectors won't want them unless they are really special and this is not. It's a fun find, but I would spend it.
