On eBay, any note with a leading zero is a low serial.
Nowhere else, though.

my brother has a 1 dollar bill that was the 34,0?? bill printed of that year (2009)?
Should he keep it?

Meh, it's quite beat up.

 

I agree with most that it's a spender. Not a low print run at 960,000. Serial number is not fancy or that cool. Condition is rough. Had that 6 been a 5 you would have had a binary radar which would have probably been worth keeping despite the condition.
