2009 $1 note error?

Hello all I have a question about paper money errors. I found this while looking for fancy serial number and i'm not sure if it is an error or not. I did some searching on the internet and couldnt find anything so i'd appreciate help. My wife has my cell phone so I had to take some pics with my usb scope but I think you will notice what im talking about in them.

The splotches? Maybe over inking from the printing on the back of the note?

 

Still wet ink transfer from the note stacked on top of it.
