Correct. Since the collar is not a continuous piece, metal bleeds through the area where one piece butts up against another piece. This occurs on every Presidential Dollar proof coin.

I'd say the dies on the punch press were becoming worn and in need of replacing. It left the edges of the blanks rougher than usual and the pressure of the strike didn't smooth them out completely.
