the edge is rough instead of smooth, there is no gold color ,looks more like copper no shine.the vertical lines are raised up

These are normal proof edges, struck by a three piece collar. Nothing unusual.

    Thanks,

Correct. Since the collar is not a continuous piece, metal bleeds through the area where one piece butts up against another piece.

This occurs on every Presidential Dollar proof coin.

Now that's interesting. I always wondered why that (how that) happened....

As a side note, there were some Proof 2007 Jefferson's found where the sequence of the three pieces was goofed up at the US Mint.

    Instead of reading:

    2007 S E PLURIBUS UNUM · IN GOD WE TRUST ·

    They read:

    2007 S IN GOD WE TRUST · E PLURIBUS UNUM ·

this is the way of the edge writing, with vertical lines, the weight should be 8.10 but these are 8.0

    2007s l E PLURIBUS UNUM . l IN GOD WE TRUST l .

I'd say the dies on the punch press were becoming worn and in need of replacing. It left the edges of the blanks rougher than usual and the pressure of the strike didn't smooth them out completely.
