What do you see that makes you think it has a error? I don't see anything.

Don't create a thread without pointing out what you see..

    I see a nickel.
they were not made in error.

I see an everyday 2007 Jefferson Nickel that was minted for circulation.

The suface of the coin looks inconsistant. Looks like a very thin layer of surface is missing in the patchy areas.

That's environmental damage.. Nickels are not clad so they don't have layers.

Double Die I know just enough to be dangerous

It could have been a satin finish from that year that someone turned loose from a mint set?

Many from overworked dies had (to quote you) "an inconsistent" look to them and if it made its way into the wild would look even worse.

the surface of the coin is inconsistent.
    it's a circulated nickel

if you look at all the surface damage you can see that a wide strip from left to right has been covered up by some material, so someone probably wiped the coin "clean" from something on it leaving a whitish look to the metal.

someone else just yesterday posted about a cent having the same cleaning issue.

See all the damage in the top part, then the damage is covered up (but still noticeable) by some material. I'm sure you could clean that stuff off to show the consistent nicks and marks that are under it like just above it.
