2007-D Wyoming State Quarter

I got this while roll searching and noticed some lines going through eyes and just under nose. The reverse has a break in the horses front leg.

2007-P & D both have a few DDR. the obverse photo looks post mint damage to me but a better photo may help. Wyoming 2007-P
here DDR-001&2

 

Those marks look like they're recessed, and as such, would be considered Post-Mint Damage.
