New to collecting wondering if this is missing its clad layer?

I'd need a better close-up. It looks like there might be some silvery-looking coloring along the rim. (There is no need to post a normal coin alongside. Most of us know what a normal dime looks like.) ~ Chris

Weigh it. If it weighs normal, it's environmentally damaged.
Missing clad looks like this (I realize this is a quarter, but it is the color I am showing):

Thanks environmental damage. Not an error and not missing the clad layer.

Welcome to Coin Talk Chris. It's as stated above, environmental damage.

That is Environmental Damage. Exposure to the elements and chemicals will alter the Cupro-Nickel clad layer on both sides.
Here are examples from my metal detected coins..

Even nickels suffer the same fate.
