It almost looks like someone buffed the design off... there is definitely something going on where the design should have been.
It is one of the Colorized 25 Cents and was not intended for circulation. You can tell by the lower case "cents". Mintages ranged from 9,000 to 30,000. Sets were a Wedding Gift set, Congratulations Gift set, Oh! Canada! Gift set, Birthday Gift set and Baby Gift set. Issue price was $19.95 CND. It could also be a 2007 RCMP (mintage 28,000 - issue price $9.95 CND). I have never seen any of these coins so I don't know if there was a painted, raised feature or if the design was applied to a flat field. Looking at the photo my guess would be the painted design on a flat field that was buffed/scraped off. Value = $0.25 CND.
