No! It's just been heated or has come into contact with a chemical. Probably heated (possibly left for a while on the dashboard in the summertime). The new copper-coated pennies have no resilience. Ribbit :smile
Sure could use a little better photo but from what I can make out just as already noted. Possibly just came in contact with something that made it look funny. Could have been a kid playing with Vinegar.
