I just found this in a roll I got from a convenience store. Can anyone tell if its post mint damage or did this happen at the mint? Opinions please.

That is surely true for the obverse damage because of the backward lettering, but on the reverse, the large arc is much wider than the rim of another coin at the midpoint and narrower at the ends. It looks more like someone tried to cut part of the coin off with a pair of nippers.

they wanted to make a "clipped" planchet

I thought about that, too, but it would take a real idiot to try to make a double strike and a clipped planchet on the same coin. Maybe I'm giving the culprit too much credit.

There was some guy here several months ago trying, and very badly, to make "errors". I called him out on it and haven't seen him since.
