No it is definitely raised up , the redish line you see is just the grime caught in the groove from circulation. I wish I could get a photo from the side showing the difference in height from each side of that line.
It's not of particular value considering the date and such. So, perhaps try a little soapy water and Q-tip to see if you can remove the grime, followed by some distilled water to rinse. Maybe you can get some better photos afterwards. It may be raised but cleaning it carefully might show if it's raised metal and just a bad scratch.
