Nope.. Just a very bad case of extreme circulation wear. Looks like that Quarter was tumbled and a lot of it was worn down

Could be but it doesn't matter.. It's only damage.

    Just really heavily worn.

If straight-graded at PCGS at the PO01 grade, and not details-graded for damage, i.e., artificial wear (yes, that's a thing now, strangely enough), then it would have some value to Lowball collectors, since a naturally-worn PO01 coin from such a recent series is a condition rarity. Then again, I don't see any Lowball sets on the Registry that even offer an option for post-1964 quarters.

I suspect it is artificially and deliberately worn down, though. We will never know why. It is difficult to imagine how a coin so recent could have received so much natural circulation wear in such a relatively short period.

Those little striation lines where the words QUARTER DOLLAR were (right under Washington's bust) look like evidence of some kind of sanding or polishing, which is an indication of artificial wear. I think it were tumbled (which would also be artificial wear), it would be shinier and those lines would not be as pronounced.

Imagine what crazy things the quarter had gone through after it left the Mint... :(
