    Nope, it just has some substance on it. I bet it smells like laundry detergent or fabric softener.

    No! If it were missing the clad layer, it would look like copper. Even on a well-circulated coin, it would look either red-brown or brown, similar to a Lincoln cent. Yours appears to be a dull gray.

    Just looks grimy and dirty to me, from the pics.

    Tarnished. Probably from some environmental exposure. The coin could have been dropped on the ground and stayed there for a while. Clad coins that have been in or on the ground for a while have that look. (Try it yourself. Bury a clad quarter in your yard and dig it up after a few weeks. It will look something like the quarter in the OP.)
