I have a set of 2002 silver proof coins (red) that is errored. It is still sealed but there are two indiana quarters and no louisiana. I know that this is not an error in one of the coins itself but I was wondering if it was of higher value due to the packageing mistake?
May be a packing error, or it might be tampered with. If you got it directly from the mint yourself then it is apackaging error. But since the sets are not sealed annd can be easily opened and close undetectably any such set offered on the market must be considered to have been tampered with. As such they should have no aftermarket value except as a damaged set. However many people have been able to hype such sets on eBay and sell them for ridiculous amounts of money. (Hype and the sale of such sets was very common back in 1999 and 2000. You could buy five 1999 proof sets for around $20 each, open them, shift the quarters around, and then resell them for $350 each as rare error sets. In 2000 they bought 2000 proof sets replaced the coins with 1999 coins including the SBA proof and then they would sell them as very rare 10 coin sets that were made at the very end of the year for various VIP's. They used to get over $600 for those sets.)
