2002 P Quarter

    I found this 2002 P Tennessee quarter and was wondering what it could be. I don't know if the make proofs at the Philadelphia mint or not. But it sure looks like a proof coin. But the edges dont have the raised edge like a proof. It has the mirror like finish on it the coin has no copper on the ridges around the coin. It weighs 5.76 grams. Any help with this would be appreciated. Thanks
