2001 vermont die break help

i found this quarter in my change today can anyone help me with this is it a die brake on the letter A in state the break is a whole separate piece on the letter A the piece doesn't line up with the letter and its all the way thru and it doesnt appair to look like a ding or a anything else thanks for your help

Damaged in circulation.
Damage on the die would result in a raised feature.

 

sorry for the bad pic's on the letter it looks like it has 2 letters on top of each other ive bin look thru my 60X loop for hours

 

Looks like it is not PMD to me. Maybe @Fred Weinberg has an opinion.
