2000 Polish 10 Groszy with Webbed Footed Bird and strange over date?

    Can someone tell me what is going on with this coin. I have no idea what it could be. I thought it was die deterioration on the date, but it doesn't look like it to me. Also, the bird has some issues besides the feet. Looks like different areas of the bird have something going on with them. Thanks for the help!

    interesting coin. never seen webbed feet like that or a date like that.
