I found this quarter today. It looks like a bulge from his neck. What kind of error would this be considered? Could it be worth much?

If that shaded part pointed out that goes through the Y is raised, it is not part of the actual design of Washington's neck though. I think that's what they are pointing out, not the obvious part of his neck and adam's apple.
Is the reverse normal looking or does it look like it's pushed inward at the same location that would be on the obverse? If it is pushed inward, likely PMD. If not, then this would be an error but I don't think it would command much premium. Only some collectors would likely pay more than face for it.
Yeah, that's why I asked the OP if it was indeed raised. Remember, pictures can be deceiving or not show what one sees in person.
