2000 massachusetts off center with partial collar?

    I was looking over my coins as I was looking at this off center, I would like to know if it is a partial collar strike? I took pics at each quarter point. advice appreciated

    it sure looks like it is a partial collar strike. the planchet may have also had a problem like being too small in diameter for some reason.
