    Its shifted slightly which was why I questioned a mad or...

    It could also be a partial collar or tilted partial collar. The term "railroad rim" was sometimes used in the past because the edge had a step in it that resembled a train wheel. I think I might see that on the right of you coin, but it could also be a picture artifact.

    Here is a pic of the edge of a partial tilted collar that @paddyman98 posted a few years ago. Check to see if the edge of your coin looks like this.
