I found this bill while working, and I noticed that the 2 is an 1/8th of an inch lower than the rest of the serial numbers. I compared it to another $20 Series 2004A Bill I had and 2nd bill was normal, all in line. I can't get a picture of it at the moment, but the serial number is GA91093482A. This is called a turned digit. Depending on how dramatic the shift is, it can be an error or it can be considered within tolerance. Sometimes the digit is so far down or up, you can see the start of the next one in the numbering wheel. 1/8" is a very significant shift, considering the digits themselves are 1/8" tall. A photo of the note would help a great deal.
