$20 bill error?

    Is this considered a error, there are 2 ink marks on his face. I thought it was from a majic marker but under closr examination I'm certain it is ink from when it was printed. If it is an error is there any error value on it.

    I think it is post printing.

    Looks like you have a partial bank stamp. For storage or shipping, banks will stack bills into piles of 100 and wrap them with a strip of paper. This strip of paper is usually rubber stamped to identify the bank and sometimes part of the stamp misses the paper strip and is stamped on the top bill. Since it is something that was stamped on the bill after it was printed, it is not considered to be an error.
