The note you have would be worth around $120.00 in XF to the right buyer. If it was strictly uncirculated, much more. I`ve seen notes such as yours trade at the larger coin shows and the ultimate buyer usually wants spectacular errors and is willing to pay for them. Good-luck.
I have a question: Aren't the seal and the serial numbers printed at the same time? How can the #s be there and not the seal. I suppose it is possible that some debris got stuck where the seal would go.
JBK, you are correct the serials and seal are done in a single pass. This means something shielded the seal printing or the inking process somehow failed in the seal printing.
