I've never seen this before is this a common error.
I know that dies wear out but everything surrounding the error look perfect. Well as perfect condition as a '99 can stay.
The bridge of the nose is missing. There is a slight bridge but where the "Cartilage" is supposed to be isn't there.

I would like to explain more but I'm not too good at detailing in collectors talk seeing how I'm kinda new at talking with others about coins.
Please help because this is making me anxious to find something out about it.
    Thank you

I think this might be a grease filled die error. Let the experts chime in tho.

Those aren't the best photos but from what I can tell, it appears to be an over polished die. I suspect from trying to remove a die clash. In the reverse photo, there is a line through the L in PLURBUS. That also gives evidence of a clash.

I didn't look at your last photo. I see you pointed out what I was seeing.

I suppose you're correct about the photos. I'm using a garbage phone camera and I uploaded the best I could get. Now I have photos on my other phone that I'm trying to upload if WiFi let's me. I've taken these with the phone camera and my looking glass.
Give me a few and I'll have at least one good one for your to take a look at.
    Thank you

It's a clash overlay photo. I stole it and posted here. Feel free to use it.

When you are taking photos with your phone, be sure to have the focus set to Macro. Blow the zoom up as large as you can get it on your screen, then adjust the distance you are from the coin untill you have a clear view of the coin. Take the photo then crop it. It should come out a lot clearer.
