1999-P Wash Quarter - Acid? Env Damage? Divine Disfavor?

    Ok, this one has stumped me. Any idea why this quarter is so grainy? Even the letters are. Did somebody dump this in vinegar or something?

    Environmental toning. Exposure to elements affected the surface and damage to the rim.
