I have been out of the coin circle for quite some time now, but can someone tell me why the below coin is being offered so cheap when other are going for over $100? Thanks.

Probably because the marketplace doesn't trust a modern coin in an MS-67 holder from ICG to be a "true" MS-67 coin.

As good as ICG is in most other areas of coin grading, the consensus is that they are rather liberal graders of modern coins, particularly modern coins which they grade MS-67 and above. Most people assume that a modern ICG 67 would be a PCGS 65 or 66.

And while that may sometimes be true, it's still worth looking at the coin, not the holder. You can sometimes find surprisingly conservatively-graded coins in less respected holders, and these can sometimes be real bargains.
