I have a Lincoln cent dated 1999. As you can see in the pics, United States is indeed struck on the top rim of the coin. I have no idea how many of these are out there and if anyone has seen this before. Thanks in advance.

It looks like die deterioration to me. Can you back off a bit and take a photo of the whole coin?

Thanks Chris. Here are some pics of the whole coin. I just noticed too that it looks like "IN GOD" on the front is also struck on the rim. Guess I was focusing too much on the back.

I see no evidence of anything being struck on the actual rim, and have to agree with Chris in that it's likely an example displaying nothing more than die deterioration. Even though the general quality of Zlincolns had improved by this time, one can still find many sub-par examples and is what you, unfortunately, have here.
