1999 Delaware Quarter Reverse, Faceless Horse?

    Hey all. Found this while roll searching. It's a 1999 Delaware quarter. On reverse the horse has no face. I've attached photos. As always I appreciate the expertise and insight.

    It looks to me like it is the result of a partially grease-filled die.
