I put two images below, one to show the missing back of the horse and another to show where it should be. Also, the rein is missing on the first one.
As a die wears the folks at the mint polish out of the die anything that might blemish their product. So by the looks of your two coins, one was polished a bit more then the other. But I'm guessing you already knew that.
