I've got a 1999D state quarters mint set still sealed in it's original plastic. Looking at PCGS's latest price guide, these are going for like $9,500 for the Delaware if its graded MS 68, and he others like $8,500 and so on. Is this the five MS coins they are talking about?

Sounds like you want your $30 mint set to be worth a small fortune. No offense meant but it's not what you are reading.
It was one of many such sets from a variety of TPGs, and just the first one that came close to the OP's.
don't be surprised when Heritage refuses it when it comes back MS67 or less from PCGS. Just because it's in a mint set doesn't mean it's going to grade MS68 or better. If you are gonna take a gamble, I'd do it with new Jersey, Delaware, Pennsylvania D mintmarks. Georgia has a few more im MS68, and Connecticut has a lot in MS68. ideally you would want it be just one of a couple at that grade with none higher the P Mintmark ones have more high grade examples. I don't recommend doing it, but if you got the money to blow and want to do it for giggles, I see no problem with that really. Just do it smartly. MS66 or MS67 might get you $20 back out of it. The 1999D delaware is only one PCGS graded as MS68 with none higher. Georgia D has 3 graded in MS68. It's probably the least valuable of the 1999Ds to do because there's more in MS68.
