1999-D CT 25c DDR? None listed, could this be one?

Looking through some quarters I have and referenced the listed WDDR-001 for a 1999-P CT 25c. Noticed a similar anomaly to a 1999-D CT 25c I was reviewing. Could this be a DDR for this coin? I don't remember seeing such an anomaly on other CT quarters I've reviewed. What say you?

I'm not seeing a DD.

 

Would those anomalies be some sort of worn die or gouge? I would imagine the any form of DD would have been discovered over the last 19 years.

These old eyes don't see anything but a circulated coin, not even DDD.
