Been going over some coins I had tucked away and found this quarter I've had since 1999. Is it missing part of the clad layer? Or is this toning? It is not as pronounced as other examples I found. It has been kept in an metal altoids container with other state quarters. The quarter on the left was stored with it to compare.

That is toning, and not even very pronounced toning at that.

This is what a missing clad layer looks like (on a dime).
