1999 Connecticut Quarter Error?

    This looks like an error, but I am not sure. Looks like the collar is doubled? It starts on the lower right side of the coin, and travels to the lower left. Does anyone know if this is an error?

    Slight Misaligned Die Strike
    Common. Nothing major.

    Little misaligned die strike which cause a bit of a finned rim.

    I was asking because viewing an image of both sides is one way to tell the difference between an off-center strike and a misaligned die.
