Well....I hope this is a 99 or even a 98 because it's a WAM! I think I'll need Mike Diamond to tell me because I cannot tell. These are the best pictures I can get.

 

A '99 capped die WAM? Sweet if it is, but looks more like a '92 to me.

 

Yea, most likely a 92. I cannot positively tell with a 10x loupe but it looks more like a 9 than a 2 in hand. Since the bottom of the 9 in front of it is pretty well formed, I'd expect the front of the adjacent 9 to at least be partly there. Still a nice example.

 

Either way it's a nice find. Did you pull that one searching? I'm hoping '99 for you.
