1998P 5c slim rim?

    I think your coin is a Weak Strike due to the presence of the Proto-Rim that is made when the planchets are put through the Upset Mill. This Proto-Rim is put on the planchets to Facilitate the dies into making a rim/edge on the coin that is higher (or as high as) the Relief of the coin. If there is not enough pressure put upon the the planchet it is not able to reform the edge of the coin against the collar (third die) into a flat thick edge.
    The photo of the edge of your coin also shows a low relief of the designs on the reverse of the coin.
