    It's a Lamination.. but not delaminated, retained maybe :bag:

    Probably, but it really has an appearance of extra metal struck into the coin. Here is a different picture. The 'hole' to the left side looks like the regular surface below it (same as on the second picture above). Thanks! 1997 Struck Through (14).jpg
