Hi, It appears to be a partial collar strike and the obverse die has some die cracks. The partial collar is more important than the die cracks. It is a nice error. having two of them is even better Bill

Could be a partial collar. Nice find. FYI; Partial Collar Error Coins Also called railroad rim, this error occurs when the coin blank partially falls in the retaining collar, giving the rim a step lip.
