    It would be very helpful if you would post clear pictures of both sides of the coin.

    Can't be a RPM or OMM
    In 1989 they stopped hand punching the Mint Mark into the Die.

    Probably a small Die Chip.. Or Die Deterioration issue. I see striations on the field around the mint mark.
