Well according to what I read - it had a mintage of about 3.6 million which is a small mintage compared to others. So I would say yes - same with the 95 proof(not 95W which had a mintage about 30k).
The 1996 is the lowest minted at a little over 3 and 1/2 million. The next highest is the 1994 at 4 million 2 hundred thousand. This is selling for around $20.00. I think a better deal is on the proofs from the early 90's. These were around 1/2 million minted and the prices are less than $40.00.
