1996 1 Piso Pilipinas coin issue. What is the proper term for this. Any value or just good collector piece.

Could it be dried adhesive on the surface.
Or a piece of tape?
That's what I think it could be.

 

See that is why you get paid the big bucks. There is some kind of tape or melted plastic on it. I was able to scrape some away. I guess I wanted it to be something and didn't inspect it close enough. Thank you
