1995 quarter missing partial clad layer? or pmd?

    I say damage. Somehow areas of the Clad layer were removed.

    I'm with paddy. I don't know how small areas missing the clad layer could be affected like this. I'm thinking that it might be due to an environmental problem or maybe some form of chemical reaction.

    And it's normally an issue that affects just one side of a Clad coin

    I agree. Usually missing clad is all together. Also, see how dark that copper is? This isn't always true, but usually missing clad is bright and shiny, however if it was maybe affected by a chemical or something of the sorts, it may have oxidized the copper.

    I doubt it is significant but I have a 77 P kennedy I got out of box this week that has freckled spots on obv and rev
