Could someone please tell me what this error is. I thought it was unplated zinc since it was 1995 but the more I look it looks like it could be silver. It has a ring to it when i drop it also. So how do i tell the difference between a unplated zinc cent and a silver cent since they would both weigh 2.5

Sorry I didn't answer your question about how to tell the difference:

If it's bright and shiny, it's been re-plated

If it's dark, dull, and grey, it's been de-plated.

When you look at enough of them, you’ll see the signs of chemical/acid being applied to the coin. The way the coin has those splotchy areas, the way it toned unevenly, etc. this was treated chemically to remove the plating.

First, welcome to the neighborhood, Alecia!

You can take Fred's word for it. He is (probably) the foremost error coin dealer in the country.
