1995-D memorial...doubling?

I noticed some very* slight doubling on a '95-D cent, and can't tell if it's machine doubling, doubled die stamp, or something I noticed someone else mention--migration? I tried to clean up the pic to get better defined edges, but I couldn't.

this looks like machine doubling to me or die deterioration.. i may and have been wrong before though. wait for other peoples opinion

 

I would agree with the die detoriation doubling. The letters almost seem to "reach" towards the rim.
