Can anyone tell me what caused these cuts on the reed edge of a 1995 D Dime? They are all slanted at the same angle in two different directions. You can see where they cut into the coin as the obverse has raised metal around the rim corresponding to the cuts on the edge. Is this a mint error or post mint damage?;)

Considering how battered the reeding is, I'd say post-strike damage.
