1995 D Die marks?

I have no idea what these are. The mark next to the L is incuse. The mark near the neck is raised. Also it looks like only the L may be doubled. There is a little line in the middle of the L. What do you guys think about this?

I cannot see how they could be anything but bubbles/blisters...

 

Above the L may possibly be struck through a small piece of thread, the rest looks like plating issues...to me at least.
