I posted a pic a couple of months ago of this first one that was kind of blurry. Since then i've ran across 2 more, one a little different than the other 2. I'll post the first one and the other 2 in different replies. Most of the doubling is around the leaves and branches, some on different letters of epu and you can tell there's doubling on the eagle too in at least 2 of them. Let me know what you think. I have a couple of close ups if you can't see what i mean.

Thanks. Just out of curiosity, what causes the flaring on the bottoms of the letters like in usoa like that? Is that from the MD too?

The vibrations from the press causes the die to become loose in the collar. These same vibrations cause the die to move back and forth very rapidly. This movement doesn't necessarily have to be in a straight line. It can also move around in a somewhat circular motion. It would be movement like this that can cause the edges of the letters to appear flared.
