If those were scratches, you would expect to see them across the letters. At the same time, I don't think they should be considered a Mint Error.
Good chance they are linear plating blisters or polishing lines, but not an error, certainly not doubled. Btw, it would help immensely if you could tell us what you are seeing and where so we aren't guessing as to what you are trying to show us. Decent pictures, but narrative needed, before we give an answer is best... Thanks

@cpm9ball I thought the die scratches were a given. I do think that the area around ONE is plating blisters and if they are present on the coin, then we can't rule out the chance that some of the others are also the same.
I think it would be a bit odd that you would see three plating blisters parallel to one another. Could they be roller marks? I don't know, but I really don't think they are plating blisters.
@cpm9ball I couldn't completely rule out that possibility. But looking at the rest of the coin, and the bubble look especially in and around the O. I am somewhat confident. Just for fun, This coin has parallel linear blisters covering the entire obverse and reverse.
But, look how wide they are compared to the OP's coin. If they were blisters, they would have some width to them. I still don't think they are.
