There are very shiny areas on this dime and also duller areas where it looks as if the finish is peeling off What would you call it??
Can't tell by the photo provided, but I have heard of planchet defects causing the type of effect that you mention. Chemical washes also cause this type of condition. Cleanings will also have this effect. Without seeing the coin, this is the best that I can offer.
